The Human and Environmental Development Agenda (HEDA) has presented a fresh petition to the Economic and Financial Crimes Commission (EFCC), calling for an investigation into former Attorney-General of the Federation and Minister of Justice, Abubakar Malami, regarding claims of corruption and financial mismanagement.
Dated December 23, 2025, the petition was directed to EFCC Chairman, Ola Olukoyede, and was signed by HEDA Chairman, Olanrewaju Suraju.
This follows a previous petition submitted by the group on September 11, 2023, and comes as Malami is facing criminal charges, with his arraignment set for January.
HEDA stated that this submission is based on new audit reports, investigative findings, and legislative inquiries that allegedly implicate Malami during his time in office.
The organization pointed out that an audit report from the Office of the Auditor-General of the Federation found the Ministry of Justice responsible for the mismanagement of N113.2 million in 2019, highlighting expenditures made without proper documentation or compliance with public finance regulations.
Another audit reportedly uncovered billions of naira spent in 2017, including N10.4 billion disbursed as judgment debts without adequate oversight.
The petition also mentioned payments of N32.5 million in foreign travel allowances that lacked the necessary approvals, along with 68 payment vouchers totaling N71.19 billion that were reportedly not available for audit verification.
HEDA additionally referenced a Senate Public Accounts Committee investigation into an alleged N2.2 billion collected by the Ministry from Service Wide Votes between 2017 and 2021, which lawmakers found to be poorly accounted for.
Further allegations include N8 billion spent on prison decongestion programs without transparency or measurable results, and the intentional non-enforcement of a 2018 Supreme Court ruling under the Deep Offshore and Inland Basin Production Sharing Contract Act, which could have generated over $55 billion for the Federation Account.
HEDA asserted that these alleged actions represent breaches of trust and accountability.
